Feel free to copy, past and forward this bulletin to all the non-Maltese EU friends, relatives, colleagues and contacts on your e-mail database, inviting them to do likewise.

(Please do not expect the Malta Electoral commission to explain this to you; although you have every right to be fully informed, but…)

Alternattiva Demokratika (AD) – The Green Party believes that as a
non-Maltese EU citizen, you are entitled to parliamentary representation in
Europe and change of your choice in your adopted country as well as the
right to equal treatment as an EU citizen in accordance with EU law.

1) You have an EU right to accurate information about European Parliament
voting document delivery/retrieval and the Maltese electoral system as
follows:

Between now and the middle of the month, the police personally call on each
registered voter to deliver a printed voting document which displays your
personal details including photograph as well as the polling station where
you can cast your vote.

If you are not at home, the Electoral Commission publicizes when you can
collect your voting document from your local police station. Please bring
both your Maltese identity card (even if expired) and voting document with
you to the polling station on June 6th in order to cast your vote.

The voting system

Who am I voting for? Six Members of the European Parliament (MEPs) to
represent Malta and Gozo. (Malta’s entitlement to a sixth seat is subject to
the ratification of the Lisbon Treaty in all EU member states).

The ballot paper lists the name of each candidate along with their party
name, party logo and address.

Please ensure that you do not write a tick or an ‘X’ anywhere on the ballot
paper, but numerically rank the candidates, in order of preference, as
follows:

Put a 1 next to your first choice candidate, a 2 next to your second choice,
a 3 next to your third choice, and so on. You can rank as few or as many
candidates as you like.

If you make a mistake then you can ask the polling staff to give you another
ballot paper.

You may also be voting in local council elections, using the same electoral
system, on the same day.

To be elected, a candidate must reach a set amount of votes known as the
quota.

The votes are counted in stages. In the first stage only first preferences
are counted. Anyone who reaches the quota is elected. Any votes received
over the quota are not needed by the elected candidate and so are
transferred to the second preference.

If not enough candidates have then reached the quota, the candidate with the
lowest number of votes is eliminated and all of their votes are passed to
the next preference on the ballot papers. This process is repeated until all
six candidates have been elected.

Should you seek any clarification about these procedures, please contact
Oisin Jones-Dillon (Irish-Maltese citizen) at:

4) You have a right to equal treatment as an EU citizen in accordance with
EU law in respect of your eligibility for government subsidies and eco
reductions on your water and electricity consumption tariffs:

Whether your home is owner-occupied or rented, most especially if the water
and electricity account is in your landlord’s name, you are strongly advised
to ensure that the number of occupants (including infants) in your household
is accurately reflected on the top left-hand corner of your bills. The
number of residents registered for billing purposes directly corresponds
with your eligibility for government subsidies and eco reductions on your
water and electricity consumption tariffs:
