GENERAL AFFAIRS AND EXTERNAL RELATIONS COUNCIL BRUSSELS – 10-11 NOVEMBER 2008

On 10 – 11 November 2008 a Meeting of the Council of the European Union on General Affairs and External Relations was held in Brussels. The Council also met in Defence Ministers configuration and will also meet in Development Ministers tomorrow (Tuesday 11 November).

Ministers held a preparatory session for the December European Council, where they took note of the annotated draft agenda drawn up by the Presidency for the meeting of Heads of State or Government that will be held in Brussels on 11 and 12 December 2008.  Amongst other topics, the December European Council is expected to discuss the Treaty of Lisbon, economic and financial affairs, energy and climate change.

The General Affairs and External Relations Council discussed preparations for the EU-Russia summit that will be held in Nice, France, on 14 November 2008.  The EU’s relationship with Russia was discussed, according to the mandate given by the European Council during its extraordinary meeting on 1 September 2008, which was devoted to the summer’s conflict in Georgia.  Ministers also discussed the deployment of the EU rule of law in Kosovo (EULEX Kosovo).

The General Affairs and External Relations Council also discussed the situation in the Democratic Republic of Congo (DRC) as well as the European Defence and Security policy including the EU’s missions in a joint session with Ministers of Defence.

When in its Defence Ministers configuration, the General Affairs and External Relations Council discussed European and Security Defence Policy (ESDP) military operations, military capabilities, questions relating to the European Defence Agency and the European initiative for a young military officers’ exchange scheme.

The General Affairs and External Relations Council will meet in Development Ministers configuration tomorrow, were it will hold discussions on Development financing, Regional integration and economic partnership agreements and the European Union’s response to the food crisis.

Deputy Prime Minister and Minister of Foreign Affairs, Dr Tonio Borg was represented by the Permanent Representative of Malta to the European Union, Ambassador Richard Cachia Caruana during this meeting.
