Who pays for extra emissions?

The Times’ Brussels correspondent has finally confirmed (November 28) what Alternattiva Demokratika and I have been stating for the past months as regards quotas of CO2 emissions.

In fact, while the EU Commission has asked Malta to cap its emissions from 2008 till 2012 under the Emissions Trading Scheme (ETS) at 2.1 million tonnes a year, “Malta has objected… and under the ETS, has asked for an allocation of 2.9 million tonnes a year citing economic expansion reasons”.

Considering that Malta would emit 800,000 tonnes extra CO2 per year and that the EU is imposing a fine of ‘100 per extra ton of emissions, this would imply an €80 million fine per year for Malta, or a total of €400 million over the five-year period 2008-2012.

Who, may I ask, is going to pay this fine because of the total negligence of our past and present administrations with regard to alternative sources of energy (sun and wind, for example)?

Lawrence Gonzi? Alfred Sant… or the Maltese and Gozitan taxpayer?
