Cost Accounting Workshop
Public Law 100-679 (41 U.S.C. 422) requires certain contractors and subcontractors to comply with Cost Accounting Standards (CAS). Some contracts and subcontracts which are exempt from CAS include sealed bid contracts, contracts and subcontracts with small businesses, and more. While small businesses are exempt from all provisions of CAS, government representatives often try to incorporate the provisions of CAS into the contracts with small business contractors. Understanding the exact requirements for your business and contract type will save valuable time and resources.
Full CAS coverage requires a contractor to comply with all 19 of the Cost Accounting Standards that are in effect on the date of the contract award. Even contractors who are currently subject to only modified CAS coverage should understand all requirements, as the value of certain contracts or the accumulated value of several contracts can trigger full coverage. All contracts that contain the CAS clause, FAR 52.230-2 Cost Accounting Standards, require specific tracking and accounting procedures.
The Cost Accounting Workshop will help attendees understand the rules and regulations of the CAS and allow them to routinely monitor themselves against the CAS criteria presented. Attendees will strengthen CFO-recommended core competencies for financial managers, including increasing program effectiveness; understanding financial, budget and management issues; and decreasing/maintaining unit costs.

Contract Payment Principles
A solid understanding of the payment rules, regulations, and “tricks of the trade” can help A/R teams speed government payment, improve their cash flow, and simplify collections procedures. This workshop combines instruction on the rules and regulations surrounding prompt payment with field-tested strategies used by top contractors to improve their balance sheets. Our expert instructor, a practitioner in the field, also touches on the sometimes overlooked factors that contribute to payment delays — agency funding and appropriations, poorly negotiated payment terms, and more — and shares techniques to combat them.

Mr. Wilkins has more than 35 years of experience involving public contracts from both inside the aerospace and defense industry and as professional advisor. Saylor has extensive knowledge of the inner workings of the Defense Contract Audit Agency (DCAA), DFAS, and other parties that impact contractor payment.
