Engagement on Contract in the Position of Family Mediators’ Co-ordinator at the Courts of Justice
The Public Service Commission invites applications for the position of Family Mediator’s Co-ordinator at the Courts of Justice.
2. The selected candidate will enter into a three (3) year contract as a Family Mediator’s Co-ordinator at the Courts of Justice within the Ministry for Justice and Home Affairs. Unsatisfactory performance as Family Mediator’s Co-ordinator during the contract period will lead to termination of the contract.
3.1 If the selected candidate is a Public Officer holding a substantive appointment in the Malta Public Service, he/she will retain his/her substantive grade during the contractual period and will revert to his/her substantive grade on the termination of the contract. In the case of a selected candidate who is not a Public Officer holding a substantive appointment in the Malta Public Service, his/her employment with the Courts of Justice within the Ministry for Justice and Home Affairs, as well as with the Maltese Government will be discontinued in case of termination of contract.
3.2 If the selected candidate is a Public Officer holding a substantive appointment in the Malta Public Service, and during the contract period, is appointed to a grade with a Salary Scale higher than Scale 9, he/she will be required to relinquish the duties of Family Mediator’s Co-ordinator and be transferred to duties pertinent to his/her new grade. However, if the substantive salary of a selected officer becomes higher than the mean of salary scale 9 through progression, he/she will be allowed to complete his/her term of engagement as provided by the contract in force.
4. The salary attached to the position of Family Mediators’ Co-ordinator is the mean point of salary scale 9 (currently Lm6,711 (€15,632.42)). In case that the selected applicant is a Public Officer holding a substantive appointment in the Malta Public Service, for the purpose of the Pensions Ordinance (Cap. 93), the difference between the salary to which the selected officer is entitled by virtue of his/her substantive grade and the salary of the position will be paid as a non-pensionable allowance.
5. The duties of Family Mediator’s Co-ordinators in the Law Courts Division within the Ministry for Justice and Home Affairs include:
a) co-ordinating and plan the work of the family mediators’ in the Family Court;
b) performing duties related to Family Court as instructed by the Judge and /or Magistrate of Civil Court (Family Section);
c) liaising with the Judge and /or Magistrate of Civil Court (Family Section);
d) co-ordinating and planning the work of the family mediators’ in the Family Court;
e) co-ordinating and planning the criminal law section in the Civil Court (Family Section);
f) co-ordinating ongoing training of mediators;
g) submitting a quarterly report to the Registrar of the Civil Courts and Civil Tribunals.
6. By the closing time and date of this call for applications, applicants must:
(i) (a) be citizens of Malta; or
(b) be citizens of another European Union member state; or
(c) be citizens of other countries to which the EU provisions on free movement of persons apply (In case of difficulty the Ministry of Foreign Affairs is to be consulted regarding the countries to which EU provisions apply); or
(d) be the spouse and children, even if they are third country nationals, of any person mentioned at (a), (b) and (c) above, provided they are eligible to work in Malta under current legislation. This should be determined with the advice of the Director, Citizenship and Expatriate Affairs, Ministry for Justice and Home Affairs.
The appointment of candidates referred to at (b), (c) and (d) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation.
(ii) be able to communicate in the Maltese and English languages;
(iii) be in possession of, or have been approved for the award of, a recognised degree, preferably in areas of law, psychology or social sciences, or another appropriate, recognised and comparable qualification and have one (1) year relevant work experience;
(iv) have good management skills;
(v) be prepared to undertake continuous professional development in this area;
(vi) be conversant with court proceedings;
(vii) be of good moral character (applicants who are already in the Malta Public Service must produce a Service and Leave Record Form (GP 47); those applying from outside the Malta Public Service must produce a recent Certificate of conduct issued by the Police or other competent authority not earlier than six (6) months from the date of this call for applications and state whether they have ever been in Malta Government Service, giving details).
7.1 Persons registered with the National Commission for Persons with a Disability (NCPD) may be given reasonable accommodation in terms of Article 7 of the Equal Opportunities (Persons with Disability) Act, (Cap. 413), even if they do not satisfy in full the eligibility requirements for this position provided they can carry out, in essence, the duties related to the position and subject to the concurrence of the Management and Personnel Office and approval of the Public Service Commission.
7.2 Representations in terms of this clause should be attached to the application forms and supported with relevant documents which must also include documentary evidence of registration with the NCPD. Reasoned justifications should be given by the applicant to substantiate the lack of full eligibility requirements and why reasoned considerations are merited. 8. 9.1 Eligible applicants will be interviewed by a Selection Board to assess their suitability for the position.
9.2. The result of the interviews will be published by the Public Service Commission and exhibited on the notice board of the Office of the Public Service Commission and that of the Courts of Justice.
9.3 A notification of the issue of the result will be duly published in the Government Gazette and will also appear on the website of the PSC where it may be accessed at http://www.psc.gov.mt. A press notice will also be issued to all local media organisations.
9.4 Petitions objecting to the result in terms of Section1.1.10 of the Public Service Management Code should be submitted within ten (10) working days from the date of the publication of the notice in the Government Gazette.
10.1 Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should either be attached to the application or sent separately to the receiving Department by not later than ten (10) working days from the closing date. Scanned copies sent electronically are acceptable.
10.2 Original certificates and/or testimonials are to be invariably produced for verification at the interview.
10.3 It is the responsibility of applicants in possession of qualifications awarded by foreign Universities/tertiary education institutions, to produce a recognition statement on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC) within the Ministry of Education, Youth and Employment or the designated authority, as applicable, which statement should be attached to the application and the original presented at the interview. Posts of Consultant Anaesthetist in the Health Division within the Ministry of Health, the Elderly and Community Care
The Public Service Commission invites applications from suitably qualified and experienced medical practitioners for the posts of Consultant Anaesthetist in the Health Division.
2. The post of Consultant Anaesthetist carries a salary of Lm10,811 (€25,182.86) per annum (Salary Scale 4).
3.1. The appointment, which is subject to a probationary period of one year, is on a full time basis and is subject to any rules governing from time to time the Malta Public Service and the Health Division. It involves liability to transfer according to the exigencies of the Malta Public Service.
3.2. The appointee will be conditioned to a 40-hour week and may be on call thereafter on a roster basis.
3.3. The working hours of the appointee will not necessarily be limited to morning duties but, in accordance with the exigencies of the service, afternoon sessions, may have to be carried out as per arrangements approved by the Health Division.
3.4. The appointee will be entitled to such other benefits and subject to such other conditions and obligations as may be stipulated in any pertinent agreement between the Government and the competent Union.
4. The appointee will be allowed to undertake private practice of his/her profession provided that:
(a) it is carried out strictly outside his/her official hours of work; and
(b) it does not interfere or conflict with his/her official duties or with the exigencies of the service.
5.1. The Consultant Anaesthetist will form part of the Department of Anaesthesia and will be directly accountable to the Chairman of the Department of Anaesthesia. He/She will be expected to take part in the activities of the Department of Anaesthesia and to participate in its teaching programme.
5.2. The appointee will perform duties in Anaesthesia and will be expected to provide patient care in Intensive Care Unit as well.
5.3. The appointee may be required to hold regular specialised clinics in the Health Centres in accordance with approved community care programmes and may also be required to provide service in any further extension of health services as provided under a comprehensive National Health Scheme.
5.4. The appointee will be expected to perform any theatre list and to show a special interest in one of the following Anaesthetic subspecialities: (1) Obstetrics (2) Cardiothoracic and (3) Intensive Care.
5.5. The appointee will be expected to show initiative and innovation and provide epidural analgesia and post-operative pain relief.
5.6. The appointee will be expected to work and take decisions in the clinical field.
5.7. The appointee will be responsible to ensure the implementation of an ongoing (continuing) training and education programme in respect of the staff caring for the patients under his/her charge.
5.8. The appointee will participate in under-graduate and postgraduate teaching and training as required and involve himself/herself in ongoing research programmes.
5.9. The appointee will contribute to the establishment of appropriate mechanisms to ensure quality of service and medical audit.
5.10. The appointee will be required to make use of the Information Technology systems which may be in operation within the Health Division

(ii) a higher postgraduate qualification in Anaesthesia (e.g. F.C. Anaes. or other appropriate comparable qualification) and two years experience in Anaesthesia in the grade of Senior Registrar in the Malta Public Service;
OR
(iii) a higher postgraduate qualification in Anaesthesia and five years experience in Anaesthesia following the attainment of the said higher postgraduate qualification.

Engagement on Contract in the Position of Fixed Assets Manager in the Health Division in the Ministry of Health, the Elderly and Community Care
The Public Service Commission invites applications for the position of Fixed Assets Manager in the Health Division.
2.1. The selected candidate will enter into a three (3) year contract as Fixed Assets Manager in the Health Division. Unsatisfactory performance as Fixed Assets Manager during the contract period will lead to termination of contract.
2.2. If the selected candidate is a Public Officer holding a substantive appointment in the Malta Public Service, he/she will retain his/her substantive grade during the contractual period and will return to his/her substantive grade on termination of contract. In the case of a selected candidate who is not a Public Officer holding a substantive appointment in the Malta Public Service, his/her employment with the Health Division as well as with the Maltese Government will be discontinued in case of termination of contract.
3.1. The salary attached to the position of Fixed Assets Manager is equivalent to the mean of Salary Scale No. 7 (currently Lm7,632) (€17,777.78) per annum.
3.2. 4. (d) Making use of the Information Technology systems which may be in operation within the Health Division.
