Post of Consultant in Rehabilitation Medicine in the Health Division within the Ministry of Health, the Elderly and Community Care
The Public Service Commission invites applications from suitably qualified and experienced Medical Practitioners for the post of Consultant in Rehabilitation Medicine in the Health Division.
2. The post of Consultant Physician carries a salary of Lm10,811 (€25,182.86) per annum (Salary Scale 4).
3.1. The appointment, which is subject to a probationary period of one year, is on a full-time basis and is subject to any rules governing from time to time the Malta Public Service in general and the Health Division in particular. It involves liability to transfer according to the exigencies of the Malta Public Service.
3.2. The appointee will be conditioned to a 40-hour week and may be on call thereafter on a roster basis.
3.3. The working hours of the appointee will not necessarily be limited to morning duties, but in accordance with the exigencies of the service, afternoon sessions may have to be carried out as per arrangements approved by the Health Division.
3.4. The appointee will be entitled to such other benefits and subject to such other conditions and obligations as may be stipulated in any pertinent agreement between the Government and the competent Union.
4. The appointee will be allowed to undertake private practice of his/her profession provided that:
(a) it is carried out strictly outside his/her official hours of work; and
(b) it does not interfere or conflict with his/her official duties or with the exigencies of the service.
5.1. The selected candidate will be required to provide services in any hospital or health care setting providing rehabilitation services in Malta. He/She shall help in the improvement and continuous development in the Rehabilitation Medicine Services in Malta as regards to:-
(a) the development of Day Care Service and Day Hospital Service in any hospital or health care setting providing rehabilitation services in Malta;
(b) the improvement of the facilities for in-patient care in any hospital or health care setting providing acute rehabilitation services, preventing complications, promoting health and well being and fostering rapid discharge to appropriate settings; and
(c) the development of a multidisciplinary Health Care Team approach for Hospital Care as well as in the Community Service.
5.2. The appointee may be required to hold regular specialised clinics in the Health Centers in accordance with approved community care programmes and may also be required to provide service in any future extension of health services as provided under a comprehensive National Health Scheme.
5.3. When the appointee is the Admitting Consultant (on call) he/she may be required to attend to the needs of patients according to the exigencies of the service. He/She is to perform an evening ward round on that date with a view to ensuring, as far as it is reasonably practicable, that emergency admissions in the afternoon and early evening are seen by him/her on the same day of admission.
5.4. The appointee shall provide clinical/medical leadership to the mult-professional specialist rehabilitation team. He/She shall ensure the highest level possible of patient care with special attention to appropriateness, timeliness and continuity (including continuity through well-maintained and easily followable medical records and timely discharge summaries).
5.5. The appointee shall be responsible to ensure that ward discipline and practice (including aspects of hygiene) affecting patients under his/her care are of the highest possible level.
5.6. The appointee will participate in undergraduate and postgraduate teaching and training as required.
5.7. The appointee shall be responsible to ensure the implementation of an ongoing/continuing training and education programme in respect of the staff caring for the patients under his/her charge.
5.8. The appointee will be expected to provide cover for the absence of other specialists in Rehabilitation Medicine as may be required.
5.9. The appointee will be required to establish appropriate mechanisms to ensure quality of services and medical audit, with particular focus on multidisciplinary aspects of care. He/She shall present an annual report on the performance of the service.
5.10. The appointee will be required to make use of the Information Technology systems which may be in operation within the Health Division.
6. By the closing time and date of this call for applications, applicants must:
a) (i) be citizens of Malta;

(iii) citizens of other countries to which the EU provisions on free movement of persons apply (in case of difficulty the Ministry of Foreign Affairs is to be consulted regarding the countries to which EU provisions apply);

(iv) the spouse and children, even if they are third country nationals, of any person mentioned at (i), (ii) and (iii) above, provided they are eligible to work in Malta under current legislation. This should be determined with the advice of the Director, Citizenship and Expatriate Affairs, Ministry for Justice and Home Affairs.
The appointment of candidates referred to at (ii), (iii) and (iv) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation.
b) have the ability to communicate in the Maltese and English Languages;
c) be in possession of a licence to practise the Medical Profession in Malta.
d) be in possession of:
EITHER
(i) evidence of eligibility for Specialist registration in Rehabilitation Medicine in the European Union;
OR
(ii) a higher postgraduate qualification in the Speciality and two years experience in the Speciality in the Grade of Senior Registrar in the Malta Public Service;
OR
(iii) a higher postgraduate qualification in the Speciality and five years experience in the Speciality following the attainment of the said higher postgraduate qualification;
(e) be of good moral character (applicants who are already in the Malta Public Service must produce a Service and Leave Record Form (GP47); Those applying from outside the Malta Public Service must produce a recent certificate of conduct issued by the Police or other competent Authority not earlier than six (6) months from the date of this call for applications and state whether they have ever been in the Maltese Government Service giving details).
7.1 Persons registered with the National Commission for Persons with a Disability (NCPD) may be given reasonable accommodation in terms of Article 7 of the Equal Opportunities (Persons with Disability) Act, (Cap. 413), even if they do not satisfy in full the eligibility requirements for this post provided they can carry out, in essence, the duties related to the post and subject to the concurrence of the Management and Personnel Office and approval of the Public Service Commission.
7.2 Representations in terms of this clause should be attached to the application forms and supported with relevant documents which must also include documentary evidence of registration with the NCPD. Reasoned justifications should be given by the applicant to substantiate the lack of full eligibility requirements and why reasoned considerations are merited. All correspondence is to be addressed to the Health Division and copied to the NCPD.
8.1. Qualifications and experience claimed must be supported by certificates and/or testimonials, copies of which should either be attachwed to the application or sent separately to the receiving Department by not later than ten (10) working days from the closing date. Scanned copies sent electronically are acceptable.
8.2. Original certificates and/or testimonials are to be invariably produced for verification at the interview.
8.3. It is the responsibility of applicants, in possession of qualifications awarded by foreign Universities/tertiary education institutions, to produce a recognition statement on comparability of qualifications issued by the Malta Qualifications Recognition Information Centre (MQRIC) within the Ministry of Education, Youth and Employment or the designated authority, as applicable, which statement should be attached to the application and the original presented at the interview. Candidates not in possession of this statement may still apply, provided that they submit a copy of the statement, issued by the pertinent authority, to the receiving department as soon as available and, in any case, by not later than one month from the closing date of the call for applications.
9.1. Eligible applicants will be interviewed by a Selection Board to assess their suitability for the post.
9.2. Petitions objecting to the result in terms of Section 1.1.10 of the Public Service Management Code should be submitted within ten (10) working days from the date of the result.

12. 13. Engagement of Directors in the Directorate for Educational Services (DES)
This call for applications supercedes the one published in the Government Gazette of the 27th July 2007.
The Public Service Commission invites applications for the appointment of suitably qualified and competent professionals capable of performing duties as Directors in the Directorate for Educational Services (DES).
2. The full functions of the DES are established by the Education Act (Cap. 327) (as amended by Act XIII of 2006) which may be consulted on www.education.gov.mt.
3. The mission of the DES is to ensure the effective and efficient operation and delivery of services to the Colleges and State schools within an established framework of decentralisation and autonomy.
4. Each of the selected candidates will be assigned to one of the three departments under the leadership of Director General, DES. The three departments are:
Student Services
Human Resource Development
School Resources
5. The selected candidates will be appointed substantively ‘Officers in Grade 5’ in the Malta Public Service and, as such, will be senior public officers. The appointment will be subject to a two-year probationary period.
6. If on the closing date of the call for applications, the selected candidates are:
a) serving public officers who are already substantively in a grade equivalent to or above Grade 5, they will retain their higher substantive grade;
b) serving public officers who hold a substantive appointment in a Grade below Grade 5, they will be substantively appointed Officers in Grade 5;
c) serving public officers who occupy a contractual position in the Malta Public Service and do not hold a substantive post in the Malta Public Service, they will be substantively appointed ‘Officers in Grade 5’ in the Malta Public Service.
d) not serving public officers, they will be substantively appointed ‘Officers in Grade 5’ in the Malta Public Service.
7. On appointment as ‘Officers in Grade 5’, the selected public officers shall be detailed by the Prime Minister for duty as Directors in the DES on the basis of a three-year performance agreement, which may be renewed for further periods of 3 years.
8. Directors in the DES will receive a basic salary equivalent to that attached to Salary Scale 4 in the Malta Public Service, currently Lm10,811 (€25,182.86) p.a. The total remuneration package may however be adjusted to reflect qualifications or proven experience that go beyond those required in this call. The adjustment will be applicable to the selected candidates irrespective of whether they were public officers on the closing date of the call for applications.
9. The Performance Agreement will include a performance bonus and this entitlement will be subject to the same performance review procedure, criteria and other arrangements applicable to officers who are appointed to a Headship position in the Malta Public Service.
10. The selected public officers will, during the period of their detailing as Directors in the DES, be bound by the terms and conditions of service applicable to public officers holding a substantive appointment in the Malta Public Service.
11. On successful completion of two terms of three years each as Director in the DES, the selected officers will be appointed substantively ‘Officer in Grade 4’ in the Malta Public Service.
12. On termination of their performance agreement as Directors in the DES, the selected officers will retain their applicable substantive grade and will be assigned duties which will be, as far as possible, commensurate with their substantive grade.
13. Unsatisfactory performance during the period of the performance agreement will lead to the termination of the performance agreement and, if an officer is still in the probationary period of his substantive appointment, to the termination of the substantive appointment resulting from this call for applications.
14. The qualities being sought for each of these positions are those of an enthusiastic and experienced educator, who has a proven track record in directing and motivating staff to achieve identified targets and standards. The successful candidates shall be professional leaders and must have an ability to manage change and communicate effectively at all levels. Selected candidates must be able to analyse, interpret and evaluate complex statistical data and information, have an ability to understand how and why learners achieve or fail to achieve and develop strategies and programmes aimed at improving the quality of educational provision. Selected applicants must be able to lead and work in a team, as well as have a strong vision with the ability to motivate others and implement ideas in the context of the National Curriculum Framework. The Directors in the DES will work towards the improvement of quality in educational provision and will be able to work collaboratively to initiate and deliver measurable improvements to the quality of teaching and learning. The Directors in the DES will be expected to have skills to develop and maintain a strong education inspectorate that will improve the quality of education provided in the classroom. Experience of human resource development, the management of student services or school resources, as well as knowledge of related legislation in the field of education, would be advantageous. Selected applicants will need to demonstrate a strong corporate ethos and achieve high standards. These applicants need to be proactive, motivational individuals to lead and develop the curriculum, ensuring it matches students’ requirements. Through performance management the selected Directors will promote a continuous improvement culture, working across schools and Colleges as part of the productive and co-operative education leadership team.

(i) the necessary qualifications, skills, attitude and experience to effectively lead and manage the DES. A complete understanding of how the curriculum, educational programmes and services contribute to better outcomes for all students is a must;
(ii) experience in management/administrative positions;
(iii) sound knowledge and understanding of the challenges that the knowledge society and economy are presenting to educational systems;
(iv) strong communication and interpersonal skills, particularly in public speaking, report-writing and ICT.
e) be of good moral character (applicants who are already in the Malta Public Service must produce a Service and Leave Record Form - GP47); those applying from outside the Malta Public Service must produce a recent certificate of conduct issued by the Police or other competent Authority not earlier than six (6) months from the date of this call for applications and state whether they have ever been in Maltese Government service, giving details).
16. The selection process, in the form of a rigorous interview, will be conducted by a selection board to be approved by the Public Service Commission.

It is notified that the designation of the posts in the call for applications published in the Government Gazette No. 18,107 dated 27th July 2007 should read “Learning Support Assistants II (LSA II)”. In this light, the term Learning Support Assistant (LSA) in the title and wherever it appears in the text of the said call for applications should read “Learning Support Assistant II (LSA II)”.

Vacancies
The Malta College of Arts, Science and Technology is seeking to recruit lecturers in the following areas:
Graphic Design - ETC Permit No. 141/2007
Applicants should be in possession of a relevant first degree or a relevant vocational qualification (Higher National Diploma) and at least five years relevant and appropriate industrial/commercial experience.
3D Design (Ceramics) – ETC Permit No. 142/2007
Applicants should have a relevant first degree or a relevant vocational qualification (Higher National Diploma) and at least five years relevant and appropriate industrial/commercial experience.
Autocad 2D and 3D – ETC Permit No. 145/2007
Applicants should at least have relevant vocational qualifications (level three or above) and a minimum of five years teaching or industrial experience in the Building Construction or Services sector. Preference will be given to candidates holding a first degree in Mechanical Engineering.
Pipework/Fabrication – ETC Permit No. 146/2007
Applicants should at least have relevant vocational qualifications (level three or above) and a minimum of five years relevant and appropriate industrial commercial experience. Candidates with a first degree in Engineering or in Architecture and Civil Engineering will be preferred.
Prospective candidates are invited to submit the completed application form, together with their employment history sheet obtainable from the ETC, by not later than Monday, 3rd September 2007, at noon.

Veterinary Affairs and Fisheries Division
Request for Veterinary Services
In view of the responsibilities emanating from the various regulations and directives within the ACQUIS Communitaire, the Veterinary Affairs and Fisheries Division is seeking to contract veterinary services. The services, which are to be provided by suitably qualified veterinarians, will be awarded under a contract for services.
Interested parties are invited to submit in writing their interest in one or more of the following areas together with complete Curriculum Vitae of the veterinarians providing the service showing any training or work experiences related to these sectors.
The following services are required:
Approval of Rabbit Slaughter Houses in line with CR 853/2005
Inspection of the slaughter facilities on the 150 registered rabbit producers with the compilation of necessary reports in line with a provided template and including a checklist. Preparation of notice/s, addressed to each slaughtering establishment that markets rabbits produced through butcher shops, supermarkets and/or restaurants, identifying the necessary improvements that have to be carried out in the establishments and slaughter process. These inspections have to be co-ordinated with personnel from the Veterinary Regulation and Fisheries Conservation and Control directorate and have to be completed within a stipulated timeframe.
Approval of Cheeslet Production Units in line with CR 853/2005
Inspections of the facilities were Maltese cheeslets are produced on the 1500 non MDP milk producers registered with the Veterinary Affairs and Fisheries Division. These inspections shall result in the compilation of the necessary reports in line with a provided template and including a checklist. Preparation of notice/s, addressed to each establishment that produces cheeslets marketed through supermarkets, grocers or other third persons for further retail sales, clearly indicating the improvements necessary in each establishment and cheeslet production process. These inspections have to be co-ordinated with personnel from the Veterinary Regulation and Fisheries Conservation and Control directorate and have to be completed within a stipulated timeframe.
Emergency slaughtering on farm.
This contractual service will entail a veterinarian to be on call for any eventual emergency slaughter on farm. The veterinarian will have to decide whether the requested slaughter is absolutely necessary or whether the animal can be transported to be slaughtered at the end of regular slaughter. The veterinarian will have the responsibility of carrying out the ante mortem and post mortem inspections of the animals that will be slaughtered under emergency slaughter and deliver a report on the findings for every animal slaughtered.
