Government policy is determined by:

Past decisions

Existing resources and projected future resources

Promises made to the electorate.
The government is headed by ministers who are elected, and whose jobs as ministers can be terminated every so often by the electorate.
Political parties and interest groups
A political party is an organisation whose members:

Have shared interests/values.

Have views as to how society should be run.

Are prepared to work together to ensure that they achieve control over policy making and the government.
