Over reliance on the Planning Department

Large organizations have planning departments to help managers plan and provide more professional presentation of plans to higher levels. These departments use the latest tools and techniques to conduct studies, build models, and generate forecasts.

They however tend to ignore the managers they exist to serve. The experience the manager acquired outside the department is ignored. This is due to the fact that planning departments assume that the more sophisticated planning tools and methods are, the better the plan will be.

Planning then becomes an end in itself rather than a means to an end i.e. goal achievement.
